There are all kinds of formulas that can be used to determine if a child can read a book independently, such as making less than one error in 20 words. Rather than relying on such formulas, simply have your daughter open the book to the middle and read a few pages. If there are just a few words that she doesn't know and she can generally read the material smoothly, she can probably handle it.
